My go to for a glowy look: Clinique moisture surge (linked) - it’s a hydrator so it hydrates the dermis as well as the epidermis and it leaves the skin a little tacky so it makes a great primer Anastasia Beverly Hills luminous foundation Nars Radiant Creamy concealer Powder - try to avoid powders as much as possible, but if you do want a powder, use a pressed powder because it won’t dry out your skin as much... Maybelline makes a matte pressed powder as well as one that’s a more natural finish so maybe try out the latter... I have used it and like it Cream/liquid bronzers, blushes, and highlighters are generally going to give you a more glowy look and also won’t be as drying
